Princess Celestia & Nightmare Moon were the biggest endeavor Ashley in a while. Staying true to the source material was paramount and challenging - specifically Nightmare Moon's mane & tail. It's very ethereal and glowed.

Therefore, Ashley decided Kelli would need to sparkle, significantly more than she did as Princess Celestia. Hence the rhinestones on her mane and tail!
